JM replies: I think, Michael, you somewhat miss the point.

It reminds me rather of the American writer Randolph Bourne who said that governments give the impression that when they wage war, they do so against other goverments. In fact, argued Bourne, they wage war against their own populations.

In that sense, it's rather like turkeys voting for Christmas.
