They're not voting because...
- because I'm not on the electoral roll...
because I'm not on the electoral roll. I'm not on the electoral roll because council's and other orgs use it to for reasons other than the right to vote.
Voting should be made compulsory imo with the positive option of None Of the Above available, (this is better than spoiling your ballot as there can be no mistaking the positive statement: A plague on all your houses.)
